US $1B largesse to Georgia? Why?

Russia destroys Georgian area, the US spends $1B to rebuild? How does that teach the Russians a lesson of any kind except to tell the Ruskies to wreak havoc, and the US will rebuild the infrastruture you pinheaded commie freaks tore up?
 
As much as I'd like to see Georgia become part of a Western Alliance, NATO is all but useless and it doesn't seem like we, the US are going to be able to play the same set of cards we did when Ronald Reagan outspent the Soviet Union into oblivion. Not now that Moscow has more billionaires than any other city on the planet, including the nations of Saudia Arabia, Dubai,  U/A.E and so on.
 
This process makes absolutely no sense at all to me, it only seems like more of the simplistic kindergarten foreign policy W has come up with. Where is the real conservative leader we need now? Is John McCain it? Not so certain about that either, to be honest Gov Pailin looks a lot more conservative than John MCCain. She needs some OJT, but she seems to have the domestic core values I would ascribe to conservatism, moreso than McCain.
 
In the meantime, how about we keep the $1B here, and let Georgia press for reparations from Russia in that highly useless body the UN or in the World Court?
